An illegal casino operated by Bill Willis and Joe Vasquez and first located between Lake Arrowhead and Sky Forest. It was raided on 7/6/1937 with roulette, blackjack and dice game equipment seized and five of the operators arrested. The operation moved to Waterman Canyon, where it was raided again in March 1944.

From the mid-1940s until 1957, Vasquez also owned the "Club Oaks" in San Bernardino, which also had unlicensed gambling. It is possible that these chips were used there too.

T. R. King sold 1000 of these chips in four colors to Joe Vasquez on 12/27/1939.
