Owned by Everett Howard, who paid a federal gambling device tax for the Tower Club in 1952. Howard was charged with hosting illegal gambling at another location in New Helvetia Park in 1954 (see Archive).

NOTE: This inlaid hub mold chip is also identified as being used at the illegal "Tower Club" in Hot Springs, Arkansas. Hub mold chips were only rarely ordered in California in the 1950s, as the Mason Co. closed their San Francisco office in 1939.
