David Spragg told The Chip Board in 2012 that in 1985, Ralph Alan Paxton, a 20 year director of Bally's Park Place, Atlantic City, applied for a license for the then vacant premises of 300 N Main Street. It was declined by NGB. A subsequent application for the "Park Casino" was approved, and the site was redeveloped with The Park opening in 1987.
