It has not been corroborated that the Avi used this 5 NCV chip in conjuction with a packet that also contained WIN Cards cards. The Avi was licensed to use the WIN Cards program and it is known that the Avi created and used, 1 NCV chips, along with WIN Cards cards, a paper Dealer Tip and a tri-fold brochure. It has been reported by some, that the Avi also used 3- 5 NCV chips, instead of 15- 1 NCV chips, as if they were WIN Cards chips, but at the 5 NCV level, a player did not receive a WIN Cards packet, i.e., no cards, tri-fold brochure or Dealer Tip coupon.
