The Port Bar on Market St in Galveston, Texas, was one of many illegal bookmaking “tipbooks” in the city. During the early 1940s, the Port Bar was being used as a headquarters by Charles Bernard who had a very active role in the city's bookmaking scene. Police raids were frequent and each time Bernard would pay his nominal fine and continue with business as usual.
