In the nineteenth century it was installed in the city a large community of Europeans, including English, French, Italian and Greek.
For recreation and distraction of these foreigners, there were founded English style clubs, with very limited access-.They possessed the usual facilities of this kind of clubs: chat rooms, reading rooms,billard, restaurant, gambling rooms, etc.
The Cercle Khédival was founded in 1886 , was installed on the first floor of the building of the Stock Exchange at rue Sherif Pacha nº2- Mohamed Aly square.The first President was the Baron Jacques de Menasce.
The Cercle Khédivial admited Egiptyan Princes, ministers,foreign diplomats, English officers (but not Egyptian) without entrance fee.
This cercle and Cercle Mohamed Ali were the most cosmopolitan in the city and in them the gambling was strong.
