It opened in 1993 at 1801 Bering Drive, south of Highway 101, with 40 gaming tables. It was co-owned by Marko Trapani, who previously co-owned the "Comstock Casino" in Santa Clara, the "Miracle Mile Casino" in San Jose, and the "Cameo Casino" in Palo Alto.

The Bay moved and significantly expanded to an adjacent location, at 1788 North First Street, in 2015.

The City of San Jose required the casino to show the chip manufacturer so Bay 101 ordered re-designed chips. But they also changed their slogan from San Jose's Place to Play to Silicon Valley's Place to Play.
